An officer at this level will be head Finance & Accounts overseeing the operations of Finance & Accounting divisions and will be responsible to the Director Corporate Services. Terms of Service: Renewable Contract Remuneration: Salary and Benefits are those attached to KNRA Grade 3 For appointment to this Grade, a candidate must have:- i. A minimum period of ten (10) years relevant work experience, four (4) years of which should be in a supervisory position; ii. Bachelors degree in any of the following disciplines: Commerce, Business Administration, Business Management or any other relevant and equivalent qualifications from a recognized institution; iii. Master’s Degree in any of the following: Commerce, Accounting, Business Administration, Finance or any other relevant and equivalent qualification from a recognized institution; iv. Certified Public Accountants of Kenya (CPAK) or any other relevant and equivalent qualification from a recognized institution; v. Membership of the Institute of Certified Public Accountants of Kenya (ICPAK) in good standing; vi. Leadership course lasting not less than four (4) weeks or any other relevant and equivalent qualification from a recognized institution; vii. Proficiency in the usage of recognized computer accounting software and common office applications; viii. Proficiency in computer applications; and ix. Fulfilled the requirements of Chapter Six (6) of the Constitution. Duties and Responsibilities i. Developing and overseeing the implementation of a dynamic Finance strategy that is able to deliver exemplary services and results as envisioned in the strategic plan; ii. Develop the Authority’s budget and continuously monitor and evaluate its implementation; iii. Giving oversight to the Authority’s financial affairs and advise the Authority on financial planning strategies and policies; iv. Ensuring effective and efficient management of the Authority’s resources including finances and other assets and liabilities; v. Ensuring the provision of meaningful, accurate and timely financial and management accounts and reports to the Director General and the Board; vi. Negotiating with banks, donors and development partners for appropriate support; vii. Participating in the development and review of the Corporation strategic plan; viii. Ensuring compliance with Public Financial Management Act, IPSAS and IFRS and ISO Standards and other legal and regulatory policies; ix. Reviewing the financial plans in line with the overall strategic objectives and government performance contract; x. Construct and monitor reliable internal control systems; xi. Understand and mitigate key elements of the corporation financial risk profile; |
