Mr. David Kiprop has played a pivotal role in establishing the Public Investment Management framework in Kenya. He is a graduate of Maseno University and Jomo Kenyatta University of Agriculture and Technology.
With experience at both the State Department of Planning and the National Treasury, Mr. Kiprop has contributed significantly to various budget processes and has served as a Development Economist for the African Development Bank’s Community Empowerment and Institutional Support Project (CEISP). He has been involved in the Medium-Term Expenditure Framework (MTEF) budgeting process and has evaluated performance contracts within the Public Service Performance Management Unit.
His expertise extends to developing organizational structures and career progression guidelines, having worked with the Management Consultancy Unit. Mr. Kiprop has also managed State Corporations, representing the PS/National Treasury in organizations like the Kenya National Shipping Line (KNSL) and the Kenya Nuclear Regulatory Authority (KNRA).
He is well-versed in the legal and regulatory frameworks of public finance, including the Public Finance Management Act 2012 and the Public Procurement and Disposal Act 2015. Mr. Kiprop has led several initiatives, including the drafting of the Public Investment Management (PIM) Guidelines and establishing the Public Investment Management Unit at the National Treasury. He has also developed the Economic Project Appraisal Manual, facilitated the creation of the Public Investment Management Information System, and provided capacity-building support across various ministries and agencies
